Has winter passed?
Memories of the snow may well be far behind us when you read this.  Famous last words, some may say!  The normal road treatment schedules are often adequate for frosty weather but not for deep snow.  Not everybody was happy but I was able to get some special treatment around sensitive spots – like the Primary School.  Teams were out all hours, treating the roads several times a day gritting at a much higher rate than normal.  Between the 5th and 11th January, our salt supplies, used to grit the roads in icy weather, reduced from over 70 days supply down to 11, which is dangerously low.  During that time, the Government took over national coordination of supplies.  Good job that Warwickshire had stocked up sensibly beforehand!

I think it is very good news that the District Council Cabinet have agreed to lease their building in Telegraph St. to the Shipston Town Management Partnership, this will enable the development of  a Community One Stop Shop.  I have supported this project ever since the same District Council Cabinet confirmed their decision to close their Area Office.  Local people will now have the opportunity to create a service for the community.  I do have to say though, that it is a pity the County and District Council’s could not have seen fit to develop a ‘One Stop Shop’ 12 months ago.

Following on from my last report it seems that the issue of the District Council building in Telegraph St. being taken on by the Shipston Town Management Partnership, will be discussed by the SDC Cabinet at their meeting on January 4th.  As I have said before, I do support this proposal and will be attending the Cabinet meeting to make the case for Shipston having the possibility of a full scale 'One Stop Shop'

I am told that the Environment Agency report on the flooding problems in Shipston will be presented to the Community Forum meeting to be held on  25th. February at Shipston High School.  More details in the February Forum.

You will read elsewhere in the Forum the good news from the District Council that plastic yoghurt pots etc. can now be put in the blue recycling bin.
Also on the waste collection routine, please note that there will be a revised collection service over Christmas and the New Year, again details are elsewhere in the Forum or on the Stratford District Council website.

I am pleased to see that the new houses are now appearing on the London Road.  These are the 26 affordable houses for rent or shared ownership, which will only be available to people who are either residents of or have a strong local connection, with Shipston.

On the matter of housing and planning, as a member of the Planning Committee I attended the meeting to consider the application by developers to create a village of 500 houses, plus 300 holiday homes and extend the current industrial use, at  the old MOD site at Long Marston.  Having  debated all the issues, I felt I had to agree with the local Parish Councils and District Cllrs. in the area concerned and vote against the proposal.  The Committee voted in favour of the application though, by a majority of 1.

At this time of year we usually reflect on the past year before starting the new one, I would just like to say that I have enjoyed representing Shipston at the District Council and fighting to keep our local services.  The year was marred by a very sad event though, the sudden death of the Mayor elect, Angela Noyce, our thoughts are with her husband Alan and their family at this time.

We now look forward to an interesting 2010.

New housing

If the government endorse the recommendations of their own planning inspector, then Stratford District will have to identify sites for 375 houses a year under the Regional Spatial Strategy.

So why in heaven’s name has the District Planning Committee approved plans for a new development of 500 houses at Long Marston?  A large bolt on to a village of about 180 homes!  This will make it more difficult to even build on a small scale in places like Shipston.  Hurrah say some, but those who want more low cost housing locally, will not be so pleased.
