SHIPSTON-ON-STOUR A travellers’ encampment sprang up 200 yards from the Cotswolds country home of Tessa Jowell, the Minister for the Olympics and London, over the Bank Holiday weekend. Zack Follows, 31, one of the travellers, said that about 100 English Romanies were on the site after 16 plots were sold for £20,000 each, and were busy making the site permanent. The wife of John Rutter, a businessman, confirmed that the land had been sold by him, but Chris Saint, who represents the area on Warwickshire County Council, said that he knew of no planning consent.
